This document, The draft delivery agreement for the replacement Local Development Plan (LDP), is being published as part of Bannau Brycheiniog (Brecon Beacons) National Park Authority's (NPA) ongoing commitment to collaborative working and as a key means of successfully completing our ambitions and aspirational missions[1] which collectively will help realise the vision for your National Park as set out in Dyfodol Y Bannau – The Management Plan for Bannau Brycheiniog National Park 2023-28:

The culture, natural beauty and environment of the Park will have brought inspiration and joy to all who live, work and visit here."

This consultation phase is discretionary and does not form a formal part of the statutory LDP revision process. However, we recognise the fact that this LDP will in effect be a plan for crisis management (nature, climate and people) and therefore calls for a radical approach which it is beholden on us to properly involve others in. As an organisation, we are passionate and committed to ensuring our ways of working, and decision making, involves and is informed by the many different views, needs, and ideas of all those who live, work and care for your National Park. In accordance with this commitment, we are publishing this draft document for consultation prior to submission to the Welsh Government. We are aiming to ensure all those impacted by the LDP, now and in the future, are aware of the proposed process the Authority will take to develop a sound replacement plan (including opportunities to feed into its development) and to provide comments to help inform the final draft.

Once finalised, the Delivery Agreement forms a binding agreement between the NPA and the Welsh Government, and the NPA will be required to meet the programme of work and engagement defined in the document. The extent to which the NPA follows the agreed project delivery plan will be taken into consideration in the final report of the independent inspector appointed to examine the LDP.

This consultation will run for 8 weeks from 1st May 2025 to 26th June 2025.

All comments received will be collated into a report to the NPA. The NPA will then determine the extent of changes which should be made to the final document ahead of submission to the Welsh Government via the Cabinet Secretary for Economy, Energy and Planning for their agreement.
